How FRE 902(13)/(14) Self-Authentication Works With NeuQuant

FRE 902(13)/(14) certifications are executed by counsel or a designated qualified custodian. NeuQuant produces the SHA-256 manifest and audit log that the declaration relies on; it does not itself execute the certification. Admissibility is determined by the court.
